Shadow minister in charge of Kampala city Angela Osege who also
represents Soroti district in parliament has said that opposition MPs
are plotting to block the budget of KCCA for 2014/15 financial year.

Mr Osege revealed this while addressing a press conference at
parliament today. She said that the minister of Kampala Frank
Tumwebaze is illegally chairing a meeting at KCCA discussing their
budget without the lord mayor Elias Lukwago who legally entitled to
chair council meetings. “Mr Tumwebaze only has powers to chair a
council meeting to impeach the lord mayor but not to discuss and pass
the Authority budget” She said.

“KCCA officials are desperately discussing and want to pass the
authority budget for the financial year 2014/15 for them to
perpetuating illegalities and crimes. We have on several times said
that neither Museveni, nor Jennifer Musisi nor Frank Tuwebaze has
power to call an Authority meeting at the KCCA or anywhere without the
presence of the lord mayor” The angry MP noted.


She further confirmed that “We shall wait for their budget in
parliament and block it if it is approved without the input of the
lord mayor if it goes to the worst; we shall take them to the public
court and judge them”

According to section 79 of the Authority Act, Kampala minister has
powers to constitute a commission of inquiry to inquire into a matter
rescind and decision of the Authority among others but nothing to do
with chairing any Authority meetings or scheduling businesses of any
nature for the Authority.
