Kampala Lord Mayor Erias Lukwago has filed a lawsuit at the High court block the Electoral Commission from proceeding with the by-election to replace him.

The election is set for April 17, 2014. Lukwago says, the High court on November 23, 2013 issued an order stopping the Minister of Presidency, Frank Tumwebaze from convening an authority meeting which tried and failed to impeach him from office. He notes that the court order was disobeyed since they went ahead to declare his position vacant and announced a by-election.

Lukwago maintains that he is still the legitimate lord mayor because court nullified the impeachment proceedings presided over by Tumwebaze.

“That the office of the lord mayor has never fallen vacant to warrant a by-election and the fact of the substance of miscellaneous cause No 362 of 2013 and the existence of the interim injunction was brought to the attention of the respondents who have obdurately opted to ignore the same,” Reads his application in part
