President Yoweri Museveni as agreed to the sign the Anti-Homosexual Bill that was passed by parliament recently.Promoters and exhibitionists of Homosexuality in Uganda will thus not be tolerated and will therefore be dealt with harshly.
Museveni’s decision came after a team of scientists and the Ministry of Healthy presented a report to him on Homosexuality and Genetics in Humans. The report from medical experts indicated that Homosexuality is not a disease but merely an abnormal behavior which may be learned through experiences in life.
It further stated that, in every society, there is a small number of people with homosexuality tendencies.
The experts who included; Dr. Isaac Ezati the Director planning and Development at MOH, Dr. Jacinto Amandua the Commissioner Clinical Services, Dr. Sheila Ndyanabangi -Head, Mental Health Desk,Prof. Seggane Musisi – Professor of Psychiatry at Makerere among others further noted that Homosexuality can be influenced by environmental factors e.g. culture, religion and peer pressure among others.
Basing on the above analysis from the experts, President Museveni declared that he would sign the Bill since the question of whether one can be born a homosexual or not had been answered.
