Gun men yesterday threw out Kyadondo East MP Ibrahim Semuju Nganda out of parliament chambers under orders of the deputy speaker Jacob Oulanyah.
The deputy speaker when he entered the chambers, he told MPs that the House is not properly constituted. “Honorable members, we cannot go on with the business today due to the presence of Hon Semuju yet he was suspended and refused to make an apology. I therefore adjourn the meeting for ten minutes to enable Mr Semuju to move out of chambers.” He said.
When the ten minutes ended, Mr Oulanyah came back in the chambers and he found Hon Semuju still comfortably sited in the House. He then said that “Hon members, Hon Semuju has deliberately declined to do so. Therefore I order the sergeant at arms to force him out”
The Vice president bodyguards connived with the deputy speaker’s bodyguards to throw MP Semuju Nganda out of parliament chambers which the opposition in parliament condemned.
After lifting their colleague out of the chambers, the opposition MPs convened in a press briefing and condemned the manner of which their colleague was handled.
The opposition MPs said that, throwing Mr Semuju out of chambers breaks the Rules of procedure and using armed forces to lift him also abuses the Rules of procedure which governs parliament.
“Although Mr Oulanyah is the deputy speaker of parliament, he doesn’t have powers to use armed men to man handle a legislator. We are going to deal with this conduct silently through our Rules of procedure. It’s not allowed for any person to enter chambers with a gun. I saw people entering the chambers with guns which abuses the Rules of procedure” Said Jinja municipality East Mp Paul Mwiru.
“I was violently lifted by gun men. After being thrown out, I also saw other armed personnel’s following me but I didn’t know why.Mr Oulanyah promised to act to me like a mad person of which he has fulfilled. I have never seen this any where to lift an MP but Oulanyah will regret this” Said Hon Semuju Nganda.
“We (MP) should join hands to fight Oulanyah’s conduct because he has intentions of embracing MPs especially the opposition. Oulanyah has broke the Rules of parliament by throwing me out of chambers yet I was okayed by his boss Kadaga to continue attending House businesses” Hon Semuju added.
Mean while Kibanda county MP in Masindi district Sam Otada said that, “The dignity of parliament has been abused by our own (the deputy speaker) who is supposed to protect it by allowing gun men to access chambers and embrace a legislator which is contrary to our Rules of procedure. We have never experienced this the time we have been in parliament. This is not a school where a head master wants to show powers to his teachers.Mr Oulanyah should apologize for this act.
“A brutal force is against the Rules of procedure. Inviting fire arms in chamber has never been exercised by any speaker ever since this parliament began.Oulanyah has taken the fight with people by embracing their MP.We shall not just sit and allow him using brutal force against MPs.He must be brought to book” Hon Otada added.
The opposition MPs also threatened to report deputy speaker Oulanyahs conduct to the common wealth parliament and take action.
