Gen Sejusa is today supposed to appear before parliamentary committee of Rules, discipline and privileges.
The Rules committee boss Fox Odoi told news reporters at parliament today that, the Rules of procedure of parliament and the constitution of Uganda are very elaborate that once a member of parliament misses fifteen consecutive house sittings without reasonable excuse, he/she loses his/her parliamentary sit.
“The case of Gen Sejusa is that he has missed the fifteen sittings . We have sent out summons to him by writing, we have served a copy to his lawyer Mr Luzige and sent him an electrical copy. So we require him to appear before the committee tomorrow at 11am O’clock” Hon Fox Odoi said
He also said that, the committee will investigate the allegations that Gen Sejusa has missed all the fifteen consecutive sittings in parliament yet he had no reasonable excuses for his absence.
“The Rules of procedure gives him a right to be heard and to appear before the committee in person or to be represented by his lawyer but we cannot force him to appear before the committee. Our duty is to summon him to be heard” He added.
Mr Odoi further noted that, his committee has to report back to parliament as directed by the speaker before 10th of this month.
Speaker Kadaga directed the Rules committee to investigate Gen Sejusa in accordance with Rule 101(8) of the Rules of Procedure of the Parliament of Uganda.
“I refer this matter to the Committee of Rules, Privileges and Discipline to investigate this Member’s conduct and report to this House before the 10th day of October” The speaker said.
Rule 101 says that, every member of parliament shall attend the sittings of the house unless leave of absence has been given to him or her by the speaker where as sub rule (8) says that, where any member alleged to have infringed sub rule and persist in absenting himself or herself from sittings of the house after having been warned by the speaker, the conduct of that member shall be referred by the speaker to the committee on Rules, plivileges and discipline.
