The MPs questioned the minister whether he knows the where about of the Army intelligence coordinator Gen Sejusa.
He said that, the president, Army council, joint intelligence council, high command and UPDF among others are not complaining about the absence of Gen Sejusa.
“Mr chairman and honorable members, we have never summoned any high command meeting neither the Army council meeting to discuss the where about of the UPDF intelligence coordinator Gen Sejusa.Mr chaired I have talked to both the president and UPDF CDF Gen Katumba
Wamala about Gen Sejusa but it was a casual talk of which we did not write minutes about the meeting” Gen Jeje Odongo noted.
He confirmed to the committee that Gen Sejusa is a four star general and is still the coordinator of intelligence in this country. He is still a serving officer and he is still organic to UPDF because he is a member of the high command and Army council.
He also (minister Odongo) told members of the committee that, he also got information from the media about the missing of national intelligence coordinator (Sejusa). “I did not know that Gen Sejusa is out of the country until I read news papers that he is missing” Minister Odongo confirmed.
About the closer of Gen Sejusa’s operational offices, the minister said that he is not aware that his work station where closed.
Mr Odongo also confirmed that, since the Army boss has already mentioned Gen Sejusa AWOL meaning absent without leave because he has taken 21 Days without representing the Army in parliament, his sit has to be declared vacant because is no longer rendering services to the station.
He further advised the Rules committee to recommend parliament to ask UPDF to send another person in parliament because Gen Sejusa is no longer doing his work he was sent to do in parliament by UPDF. “Mr chairman since Gen Sejusa is no longer in parliament, he should be replaced by another person who is ready to serve the Army in parliament” He said.
Elsewhere Gen Sejusa lawyer Joseph Luzige and his counterpart Fred Mbidde also confirmed to the Rules committee that, Gen Sejusa will not appear before the committee for security purposes.
Mr Luzige told committee members that he discussed with Gen Sejusa and preferred to provide the necessary information to the committee on Skype but not in the committee as the committee requested in the summon letter they sent to him.
The committee members insisted that Gen Sejusa has to appear before the committee. “Mr Chairman, if Gen Sejusa’s not coming here in person is about security threats, we can recommend and security agencies to provide Gen Sejusa with a special protection” Said Hon Abdu Katuntu.
The Gen lawyers also insisted that, he cannot appear before the committee but if the committee wants to meet him in person, they can lead the committee to United Kingdom where Sejusa is leaving.
“Mr Chairman as we have explained to the committee that our client cannot step in Uganda for security purposes, the best thing we can do to this committee is to led the committee to UK and talk to him direct but we can’t advise him to come here because his safety is not guaranteed” Said Mr Joseph Luzige Gen Sejusa lawyer.
Speaker Kadaga directed the committee under Rule 101(8) of Rules of procedure to investigate the conduct of Gen Sejusa.
