Youth Affairs Minister ,Ronald Kibule has been summoned at parliament to come and answer for the rape orders he made last week.
While addressing youth in Kajara County, Ntungamo District on Saturday, Mr Kibule said the police should no longer consider ladies who are raped while dressing miniskirts victims.
He also noted that once it is established that the victim was indecently dressed, the suspect should be set free.
“I have talked to the IGP and the police in Kampala to see that if a woman is raped they look at how she was dressed. Most women currently dress poorly especially the youth. If she is dressed poorly and is raped, no one should be arrested,” Mr Kibule said.
On Tuesday angry MPs questioned the integrity of MP Kibule and asked him to appear at parliament and apologise for his careless statements .This prompted the Speaker of parliament Rebecca Kadaga to summon him.
Most MPs said that MP Kibuule is not fit to be a minister,adding that the youth need to be advised instead of being victimized for their wrong actions.They want him to retract his statement and apologise to the nation.
“Hon. Ronald Kibule is completely out of order. How can he say such a thing? His remarks only show that he is not informed about women’s rights. He has to apologise to all the women in this country.” said Monicah Amoding, Female Youth Representative
