Kampala High Court has issued a warrant of arrest for the Health Ministry Permanent Secretary, Dr. Asuman Lukwago.
This is the second time that court issued a warrant of arrest against the doctor. The arrest warrant was issued on June 19th by the Chief Magistrate of the Anti-Corruption court, Irene Akankwasa.
According to the warrant, Dr. Lukwago is charged with the offense of ‘failure to execute duties of the accounting officer contrary to Section 42 (h) and 43 of the Public Finance and Accounting Act, 2003. The second charge is attempted embezzlement contrary to Section 52 (b) and 19 (a) (i) of the Anti-Corruption Act, 2009.
According to the charge sheet, Dr. Lukwago failed to ensure the propriety of the expenditure of the ministry of health and signed a Security Paper No. 186271 thereby authorizing Bank of Uganda to credit a fraudulent bank account in the names of National Medical Stores.
A similar warrant was issued for Alex Gumisiriza, a finance manager for the Global Fund under the ministry of health, one of the three officials who were recently arrested in connected with the alleged attempted embezzlement of sh1bn. Other co-accused include; Ponziano Nyeko, an assistant commissioner in the ministry of health and Sabiiti Tibaijuka, a former police officer. The crime was allegedly committed between November and December last year.
