By Emmanuel Okwii

The Mbale municipal Local Government Staff are being investigated by a team led by the regional police CID to divulge circumstances under which several contractors who have failed to deliver services have continued the contracts despite failing registration of poor service delivery. This has left them into panic after police started investigations into suspected fraud at the council.

Ms Diana Nandawula, The Mt Elgon police spokesperson, told Uganda Picks that they have received reports to the effect that residents had petitioned Inspector General of Government complaining about financial impropriety involving the town clerk, assistant town clerks for northern and industrial divisions and contracts committee over the tendering process and other technical staff involved in land transactions.

“We started investigations following fraud claims but it is too early to talk about this as it might jeopardize the investigations but we shall tell you later,” Ms Nandawula said.

According to the regional police CID, Mr. Vincent Olugo, investigations have been kick started  into the financial impropriety at the municipality and that the culprits would soon face justice immediately the investigations are complete.

“We are actually closing in on the real suspects and we shall have them prosecuted once they are found guilty of financial impropriety and involved in illegal land dealings,” said Mr Olugo.

The Public Account Committee chairman Mr Badru Nabende said although Mbale municipal council has big sources of revenue like the Taxi Park, Bus park, four markets, the abattoir, shops and others, they have failed to run the affairs of the municipality. He also said that the municipal council was heavily indebted to a tune of Shs 3.6 billion including the Shs 900 million secured from housing finance sometime back in 2009 for a botched up land deal.
