Reports from Butaleja district have revealed that since the district was curved out in 2005, pioneer employees have not been confirmed.
Information from The Chief Administrative Office and that of the district service commission indicates that most of the technocrats have worked for more than eight years without confirmation, an aspect that has lowered morale of the civil servants.
Uganda Picks has learnt that out of eleven departments, only workers in three departments have so far been confirmed and they include workers in the Production Department, Education Department and Education Service commission while the most affected departments are: Finance, Works and technical service, Community Based Services, The Water Office, Internal Audit, Planning, Health and Administration.
The affected technocrats who preferred anonymity said that most of them had served for long as care taker officers and were contemplating to quit since their future looked bleak at the district.
“Acting for several years without being confirmed demoralizes and the district cannot expect us to do our best under such conditions,” one aggrieved officer said while adding that most of the workers had started ‘fleeing’ from the district because of the failure to confirm them
The Chief Administrative Officer for Butaleja, Mr. Ndifuna Mathias, consented that there was a general problem pertaining the confirmation of civil servants country wide thus Butaleja was not an exception. He said that most of the staff were still in acting capacities because the process of appraisal was ongoing.
