Members of parliament seating on the local government and public service committee chaired by Kalungu district woman MP Florence Kintu have today connived and refused the Rubaga North MP Moses Kasibante from questioning the KCCA boss, Jennifer Musisi.
Members of the committee who included Rapheal Magyezi, Florence Mutyabule and Mabel Bakayine all blocked Kasibante from firing heavy questions to Musisi and accused him of having conflict of interest in KCCA matters.
Hon Magyezi moved a motion under Rule 70 on the parliament Rules of procedure that was seeking Kasibante not to be heard in the proceedings. The motion was seconded by Namutumba district woman MP Florence Mutyabule.
The KCCA boss had appeared before the committee to respond to issues raised by the committee regarding to the mismanagement of KCCA.
“Madam Chairperson we should immediately stop Hon Kasibante from questioning Mrs Musisi. What is happening now is the exchange of words between the executive director and Hon Kasibante.We should stop him and concentrate with the response of the executive director. We don’t want people to interject with some body’s response” Said Hon Mutyabule
“Hon chairperson this season is between the committee members and the executive director, not with petitioners. Hon Kasibante is one of the sponsors of the petition. He is also not a member of this committee. We rather listen to madam Musisi than wasting our time to Hon Kasibante.We shall all hear from him when his turn comes” Said Hon Magyezi
“Hon chair am an MP of which I am entitled to posse my complaints to the witness although am not a member of this committee. The Rules of procedure empowers me to posses as many questions as I want. The decision of stopping me from questioning the executive director is really unfair to me.”Said Hon Kasibante
