Members of parliament seating on local government and public service committee have today put blame to the minister in charge of Kampala ,Frank Tumwebaze for the wrangles in KCCA.
The MPs said that Article 79 of the KCCA Act gives the minister powers to resolve problems and guide the authority incase of any mis-understandings within KCCA yet he has not resolved the differences between the two top leaders ,Mayor Lukwago and the Executive Director Jennifer Musisi
“The minister has deliberately failed to guide the authority yet the KCCA Act gives him powers to resolve matters within KCCA.We need to resolve issues for general development of the city” Said Hon Betty Nambooze
Minister Tumwebaze told committee members that he has been silent about the KCCA wrangles with the aim of giving the mayor and the executive director a chance to reconcile. He added that since the two have failed to reconcile he is going to evoke powers under Article 79 of the KCCA Act to direct them to do the work each is supposed to do.
“Honorable members am going to evoke my powers to reorganize KCCA.Since the two have failed to organize themselves, am going to make sure that I organize them fore the better development of the city” Tumwebaze said
The MPs also grilled the minister to why the executive director of KCCA Jenifer Musisi earns more than the mayor Elias Lukwago yet the KCCA Act says that the mayor is the political head of KCCA.
“The mayor elected by the people. Why it that Musisi is earning more than Lukwago.Lukwago is only earning 16m shillings yet Musisi earns 43m shillings. That issue of salary structure in KCCA should be resolved as soon as possible” Said Igara West MP Rafael Magyezi
While responding to MPs minister Frank Tumwebaze said that the committee should invite the minister of public service Henry Kajura and answer the issue of salary structure in KCCA .He further told MPs that Jenifer Musisi is Lukwago’s boss in managerial issues while Lukwago is Musisi’s boss in political matters.
