The Chairperson of Presidential Affairs Committee Barnabas Tinkasiimiire has blamed the 8th Parliament of passing a law governing Kampala Capital City Authority  which he said is the cause of in fighting  between the Executive Director and the Lord Mayor.

Appearing before the Local Government and Public Service Committee which is investigating the mismanagement in KCCA ,Hon Tinkasimire said the 8th Parliament was in a hurry to pass the Act without considering the implication that would occur later on.

He said the purpose of KCCA Act was to totally remove Politics from Kampala City by creating the Position of the Executive Director with supreme powers and a Ceremonial Lord Mayor.

Hon Tinkasiimiire further revealed that members were instead surprised to see a different law passed giving almost equal powers to the Lord Mayor and the executive Director which has hindered development in the City.
