The parliamentary committee on Public Service and Local Government has learnt that part of the youth fund which the government earmarked for boosting the youth self employment was diverted by KCCA to purchase land for building markets.
This was revealed on Monday when KCCA’S Executive Director ,Jennifer Musisi appeared at the committee to explain the mismanagement of funds at the authority.
The MPs discovered that out of the 16.5b government allocated for the youth job stimulus package, Musisi allocated the youth only 3.3 and used the greatest percentage of the money to buy land for building markets .
Whereas government had allocated 16.5b to the Kampala youths and only 9.8b released, the committee discovered that Musisi returned sh2b back to government coffers.
Hon Raphael Magyezi, the Igara County West MP condemned the decision of returning the money back to government yet many youth were waiting for the funds out there.
“It was wrong for you to transfer sh2b back to the government when you had actually got less than (sh9.8b of what was in the budget (16.5b) even after you diverted money meant for solving the unemployment problem among the youth to purchase land for markets,” said Raphael Magyezi, the Igara County West MP.
