The Kampala Capital City Authority Executive director Jennifer Musisi yesterday told Members of parliament to seek the Attorney General’s interpretation of the law on who heads the Authority ,the  Lord Mayor or  Executive Director.

Mrs Musisi had been tasked  by Mukono Municipality MP Betty Nambooze to explain her position of leadership in relation to the KCCA  Act but she failed .

While quoting the Act that establishes the Kampala Capital City Authority, Musisi said that the lord mayor is the political head of the KCCA while the Executive director is the head of Public service and administration.

Mrs Musisi’s explanation left the MPs seating on the local government committee with more questions in regard to who heads the authority.

She also referred the committee to the Attorney General for further interpretation about who is supposed to be head of KCCA.

The KCCA boss defended her failure to attend authority meetings convened by the Lord Mayor Erias Lukwago describing them as illegal.

While responding to allegations that she suspended her technical staff from attending the Authority meetings called by the Lord Mayor, Mrs Musisi told the committee that the meeting had been interpreted as illegal according to the solicitor general.

She added that she could not even implement the illegal decisions from Authority meetings that had been regarded as illegal since there were no dually signed minutes from such meetings.

On the question of what the Authority has been implementing since there have no legal decisions since the authority’s inception ,Musisi said that Authority has been implementing approved work plans, and policies and government programs carried from the defunct Kampala City Council.
