The NRM retreat at the National Leadership Institute Kyankwanzi which began on January 11 ended on Friday with a call to party members to lead the budgeting process.President Yoweri Museveni on President Yoweri Museveni told the NRM party members that the National Resistance Movement (NRM) Party should lead in the National Budgeting process because the people of Uganda made a contract with the Party during the 2011 General Elections to provide them with better services.
“The NRM Caucus should lead the budget process because at the last General Election, different parties campaigned and the people chose NRM Party to lead them. I think part of the confusion has been that we have being operating from different centers, civil servants and Parliament. The coordination comes in the last minutes”, President Museveni noted.
The annual retreat discussed mainly the budgeting process and the implementation of the NRM Manifesto as well as discipline in the Party.
President Museveni said that NRM political leaders in Parliament should be involved in the budgeting right from the beginning of the process.
“The Party is the one to lead but not any other person”, he stressed.
Commenting on indiscipline in NRM, President Museveni said that conduct will never again be tolerated. He urged the media to be objective and balanced in their reporting. He called on them to also highlight the achievements of the government but not to dwell on trivial issues only.
