The National Resistance Movement has summoned the party MPs to Kyankwanzi for a retreat beginning January11 to 16 January this year.

According to the sources in NRM, the retreat is called to enable NRM MPs appreciate the budget process among other issues including party discipline.

The sources told us that this retreat was proposed by Museveni recently after a deadlock that nearly led to the blocking of the 2012/13 national budget as MPs insisted that government first allocate shs39bn for the health sector to cater for recruitment of nurses, salaries among others.

The sources also stated that the MPs will be taken through the different stages of budgeting and why it is necessary to appreciate government priorities during budgeting as opposed to re-allocations as MPs have been doing.

The sources however added that this retreat will also help in blocking the intended special sitting of parliament which several MPs have appended their signatures calling for a recall of parliament to discuss Nebanda death and recent arrest/detention of MPs.
