KCCA mayor Elias Lukwago has said that the wrangles with in Kampala City Council Authority are not personal wars between him and
the institution’s executive director Jenifer Musisi but a problem of the law.

While appearing before the committee of parliament on public service and local government on Monday , Lukwago said that the conflicts have a lot to do with interpretation of the KCCA  Act  and it should not be interpreted as an interpersonal issue.

He said that people up to now do not know what KCCA is about adding that some think KCCA is Lukwago while others perceive KCCA to be Jennifer Musisi.

Mr Lukwago however accused the executive director  Musisi of  assuming all the powers of the authority and implementing  her ideas without the involvement of the authority when the law clearly stipulates the roles of the two.

The mayor told MPs that Musisi frustrates all the meetings  he always calls and goes ahead to convince  most of the councilors to do the same which forced him to stop holding any meetings.
