Activists against cigarette smoking have called for the government to rule over the tobacco bill because of the danger cigarette smoking to people, even passive smokers.

The law being called for will help in regulating tobacco intake for both smokers and non smokers. According to one of the activists spear heading the bill, Germina Kabiswa, cigarette smoking is harmful, even to non smokers especially pregnant women. She said that the smoke causes a lot of damage to pregnant women like the miscarriage.

According to a World Bank report published in 2101, males (% of adults) in Uganda was 16.24 in 2009. Prevalence of smoking, male is the percentage of men ages 15 and over who smoke any form of tobacco, including cigarettes, cigars, and pipes, and excluding smokeless tobacco. Data include daily and non-daily smoking.

According to recent study, smoking in women is as dangerous as it is in men. Before, the risk was less for women.
