Lukwago and Musisi Meet for Reconcilement

Kampala Lord Mayor Erias Lukwago and the Kampala Capital City Authority (KCCA) executive director have today meet the High Court judge Eldad Mwangushya for arbitration.

The Judge had earlier offered to reconcile Lukwago and Musisi who are locked in a power wrangle. He made the offer when their court battle came up for hearing at the High Court in Kampala barely two weeks ago.

The reconciliation meeting took  place in the Judge’s chambers where both parties and their counsels attended.

However, the high court Judge failed to reconcile Jennifer Musisi and the Lord Mayor Erias Lukwago when Jennifer Musisi said that the matter should proceed to court because she has no time to reconcile with Lukwago.

Judge Eldad Mwangushya  then ordered them to submit, a joint schedule memorandum on January 11 before hearing of the case which has been set for January 20, 2012.

A joint schedule memorandum should spell out the roles of both parties as stipulated in the KCCA 2010 Act.

The case arose on September 23, when Lukwago filed an application for a judicial review seeking to restrain Musisi from making what he called unlawful decisions. He said Musisi was depicting the office of the Lord Mayor as being ceremonial.

In his affidavit in support of the application, Lukwago also contends that Musisi is frustrating his efforts to develop strategies and plans for the good of Kampala.

Lukwago was present in court together with his legal team made up of Caleb Alaka, Samuel Muyizzi, Abudallah Kiwanuka and Chrysostom Katumba.  Lawyers Andrew Kasirye, Claire Namanya represented Musisi who was also present in court.

Speaking to the press outside court, Lukwago said, “The functions of the Lord Mayor specified under Section 11 of the KCCA Act, is to head the Authority in developing strategies and programmes for the development of the capital city.”
